10+ years in public administration — IT management, HR systems, process automation.

I spent the last decade inside public institutions, not just supporting their IT, but watching how workforce data gets managed, lost, duplicated, and manually corrected. Across roles as Head of IT at Cluj County Prefecture, Head of IT at Cluj County Statistics, and most recently HR Systems Manager at Cluj-Napoca City Hall, I've seen the same problems from different angles.

At Cluj-Napoca City Hall I acted as Product Owner for an HCM platform serving 800+ employees, ran the full RFP cycle for vendor selection, and built Python automation tools that cut monthly HR processing time by roughly 60%.

At some point I stopped waiting for vendors to solve problems and started building the solutions myself. That's how TimePulse487, Fix487, and HRM Tracker came to exist: real workflows I understood from the inside, turned into working software.

My background sits at the intersection of HR operations, IT infrastructure, and software development. I've written the business requirements, managed the development team, and written the code — sometimes all three on the same project. I hold a QA certification (Selenium, Postman, JMeter) and have delivered a commercial medical practice management system under contract.

Bilingual (EN/RO) web application built for Cluj-Napoca City Hall to coordinate the digitization of 900 employee personnel files into the MRU HR system. 5-operator workflow with real-time progress tracking, priority breakdown (management vs. execution staff), reassignment, filtering, and CSV export. Runs fully offline on a local network — no installation required.
